Michael S. Weisberg was born in Norfolk, Virginia on November 25, 1942. He was admitted to both the Virginia bar and U.S. District Court for the Eastern District of Virginia in 1969. In 1973, he was admitted to the U.S. Court of Appeals, Fourth Circuit, and in 1974, the U.S. Supreme Court. He graduated from the University of Virginia (B.A., 1966) and the University of South Carolina (J.D., 1969). He was a member of Phi Alpha Delta and a recipient of the American Jurisprudence Award in Conflicts. He is a member of the Norfolk and Portsmouth Bar Association, Virginia State Bar, Virginia Bar Association, and Virginia Trial Lawyers Association, and a sustaining member of the American Association for Justice (formerly The Association of Trial Lawyers of America).

Allan D. Zaleski was born in New Britain, Connecticut on October 17, 1941. He was admitted to both the Virginia bar and U.S. District Court for the Eastern District of Virginia in 1966. In 1967, he was admitted to the U.S. Court of Appeals, Fourth Circuit, and in 1968, the US Tax Court. He graduated from Fordham University (A.C.L., 1966) and the College of William and Mary (B.C.L., 1966). He was research editor for the William and Mary Law Review, 1965-1966. He is a member of the Norfolk and Portsmouth Bar Association and the Virginia State Bar. He is also a hearing officer for the Commonwealth of Virginia.
