Judy Davis, 62, has been charged with reckless driving after crashing into a disabled vehicle on the James River Bridge Tuesday morning. A Chevrolet Cavalier driven by 23-year-old Stephen Jeffrey Chapman broke down and stopped in the right lane just before the bridge lift. Davis struck Chapman from behind; emergency crews had to free Chapman from his vehicle. Chapman was airlifted to Norfolk General Hospital, where he remains in critical condition. Davis was taken to a local hospital, treated, and released. State police charged Davis with reckless driving after investigators inspected the crash scene and got statements from eye witnesses who said that Davis had been speeding.
